Carmeneza Dos Santos Monteiro

Carmeneza Dos Santos Monteiro is a public policy, governance, and institutional reform practitioner with more than 20 years of experience across Timor-Leste and the Asia-Pacific region. She has held senior advisory and leadership roles in government and development, including with the Office of the Prime Minister, the Ministry of Social Solidarity and Inclusion, The Asia Foundation, DFAT/AusAID, and Abt Global.  Her work focuses on public policy for gender equality, disability and social inclusion, alongside institutional strengthening, accountable governance, and inclusive development. She is committed to ensuring that policies and institutions address inequality, amplify the voices of people who are often excluded, and translate commitments into meaningful change in people’s lives.  Carmeneza believes that development must be just and inclusive—measured not only by economic progress, but by equality, participation, dignity, and the opportunity for every person to fully contribute to society.
